Mitigation credit market · Virginia
The challenge
When credits aren’t readily available, or information is out of date, projects are delayed. Virginia’s permittees needed a clearer way to find and compare credits, and credit providers needed one place to reach buyers.
The work
Water Ledger Global won DEQ funding through a competitive process, developed SWaN with the Virginia Department of Environmental Quality and operates the exchange. Everyone sees the same facts: availability, price, credit serial codes and transactions.
The result
DEQ announced the public marketplace on 18 December 2025. Buyers can browse, compare and buy stream, wetland and nutrient credits with real-time availability and pricing, and sellers list in one place. DEQ describes SWaN as adding transparency and consistency to Virginia’s credit marketplace.
“When credits aren’t readily available or information is not up-to-date, projects are delayed and environmental outcomes suffer.”
